When did distribution start?

Season 1 claim opened after the October 30 snapshot. The checker on this page reflects wallets included in that snapshot.

Why does my wallet show not eligible?

Does checking eligibility cost gas?

No. Connecting and running the check is read-only. You only pay network fees when you sign the claim transaction.
